Openness can make public-interest technology more accountable and more useful. It also requires judgement: child safety, privacy, security and misuse risks can outweigh the value of immediate release.

Open is a practice, not a badge.

We aim to publish useful documentation, evaluation methods, research and selected software when it is mature enough to help others.

Explain purpose, provenance, intended users and known limitations.

Evaluate

Test usefulness and foreseeable harms before describing work as ready.

Release deliberately

Choose licences and access levels that match the people and risks involved.

Maintain

Treat open work as a continuing responsibility, including corrections and deprecation.
